  • Salary Scale: R 389 145 – R458 385 pa (Excluding Service Benefits): Salary Level 10

Requirements

  • A recognised three-year degree or equivalent tertiary qualification (REQV)
  • An appropriate teaching qualification
  • A minimum of six (6) years of relevant experience at a TVET (or similar) institution, of which at least two (2) years at a management level
  • A valid Code EB (08) – at least – a driver’s licence
  • Computer literacy that includes Microsoft Office suite (Word, Excel, Powerpoint and Outlook)
  • Qualification as Assessor AND Moderator.

 

Competencies and Personal Attributes

  • Sound knowledge of the latest developments and transformational issues within the TVET college sector
  • Extensive experience in managing people, especially staff members, students, their parents, employers, Government entities and other stakeholders
  • Experience in the development, planning, implementation and reporting on budgets, the management of finances, the management of infrastructure and facilities, ICT, MIS (data and information management), student campus life as well as aspects of occupational health and safety at the site
  • Management and control of the academic activities at the campus
  • Coordination of student governance and extra-curricular activities
  • Sound knowledge of SETA, QCTO, Umalusi and NEA – examinations and assessment – processes

Key Performance Areas

  • Conduct internal and external stakeholder workshop
  • Liaise with the Academic Manager and Heads of Divisions HoDs to facilitate a two-way exchange that facilitates academic performance delivery
  • Market at networking events and campus functions
  • Respond to internal and external opportunities to promote the campus and maintain stakeholder relations and partnerships
  • Actively advocate, support and facilitate student and staff workplace integrated learning (WIL)
  • Compile with the annual campus income, expenditure and capital budgets and monitor actual performance
  • Secure, manage and maintain the fixed and moveable property of the campus
  • Manage campus security.
  • Establish and maintain campus administration systems
  • Authorise/Recommend expenditure against the budget for the procurement of goods and services.
  • Procure goods and services for the campus
  • Manage the human resources of the campus, including Labour Relations and Staff Wellness matters Establish and maintain effective programme administration systems on the campus
  • Oversee the compilation of the timetable and resolve timetable conflicts
  • Monitor the delivery of programmes

Requirements

  • Appropriate three (3) years degree/diploma or equivalent qualification in financial or business management/administration or accounting
  • At least five (5) years of experience in the financial management and accounting environment, of which at least three years should be at the supervisory level
  • A valid Code EB (08), or higher, driver’s licence
  • Proven computer literacy, including advanced Microsft Office suite (Word, Excel, Powerpoint and Outlook)
  • Experience in the use of an appropriate financial system, e.g. ITS, Coltech, DBX, etc.

 

Competencies and Personal Attributes

  • Proven management skills and a track record in the preparation, implementation and management of strategic, operational, and financial plans and projects.
  • Proven experience in the compilation of financial statements
  • Ability to design and implement internal systems and controls to ensure sound financial management
  • Proven report-writing and presentation skills
  • Extensive knowledge of the applicable, financial management, regulatory and legislative framework, the Continuing Education and Training (CET) Act, Act No. 16 of 2006, as amended, the Public Finance Management Act (PFMA), Act No. 1 of 1999, as amended, Treasury Regulations, Financial Planning and Management accounting principles, methodologies and procedures as well as Public sector financial management reporting requirements;

  • Facilitate and coordinate the annual budgeting process
  • Compile monthly budget reports and provide them to the senior management team, unit managers and campus managers
  • Perform monthly budgetary and expenditure analysis
  • Coordinate, manage and monitor College cashflows

  • Annually review all fees, charges or rates, scale or tariffs of fees and charges
  • Authorise and monitor employee salaries, deductions and allowance and ensure annual reconciliation of employee tax

  • Formulate job profiles for all posts within the Finance Unit
  • Conduct meetings with internal staff and plan and assign work within the Unit
  • Manage the Unit’s budget and cashflow
  • Compile annual Operational/ Implementation Plan
  • Conduct performance appraisals with Unit staff, and arrange and monitor individual development.
